MOTORCYCLE HELMET:Free ICC Validation and Sticker Marking until July 31,2012 Only


LTO will strictly enforce the Helmet Law starting January 2013 as mandated by the DOTC-DTI joint memorandum.

Republic Act 10054 or the Motorcycle Helmet Law of 2009 provides safety and prevent loss of lives of motorists.

The Department of Transportation and Communication (DOTC), the mother agency of LTO, together with DTI and the PIA is currently holding a six months information dissemination campaign to raise public awareness regarding the Helmet Law. 

RA 10054 was enacted in July 2009 but the motorists seem to have just ignored the law which provides safety and prevent loss of lives of motorists. 

Motorists are required to bring one valid identification card for helmet verification. He said this is a requirement before the International Clearance Certificate (ICC) mark or the Philippine Standard (PS) mark is pasted on the helmet to certify such helmet has met DTI standards.

Motorists must wear a standard protective helmet every time they go out in the streets including the back riders as provided by law.

ICC Validation and Sticker Marking for Helmets of Motorcycle Riders in Metro Manila will last until July 31,2012. DTI started the ICC validation and sticker marking for helmets of motorcycle riders in NCR last July 23, 2012, for FREE, from 8:00am to 5:00pm in the following areas:

Pasay City (NCR-Area I)
Mezzanine, Roxas Strip Bldg., Roxas Blvd cor. Arnaiz Ave.

Makati City (NCR-Area II)
Ground Floor, The Atrium, Makati Avenue corner Paseo de Roxas

Mandaluyong City (NCR-Area III)
Hi-way 54 Plaza, 986 Stanford corner EDSA

Valenzuela City (NCR-Area IV)
The New City Hall Compound, MacArthur Highway, Brgy. Karuhatan

Bring the following

    Motorcycle helmet
    Any one of government-issued IDs (driver's license, passport, etc.)
    Photocopy of government-issued ID

  1. when i buy a new helmet with icc sticker, it that mean we can't go anymore at the DTI?

  2. wala lang magawa mga putang inang gobyero at puro motor nalang ang palaging tinitignan.. i don't have any issue with this icc sticker since meron na yung mga helmet ko.. mas mabuti pang mag commute kesa palagi nalang pinapara ng mga buwaya..di pa ba sapat mga tax na binabayaran namin? dapat walang pumasok nga mga substandard na helmet dito kung ginagawa nyo mga trabaho nyo.
