MOTORCYCLE HELMET:Free ICC Validation and Sticker Marking until July 31,2012 Only

LTO will strictly enforce the Helmet Law starting January 2013 as mandated by the DOTC-DTI joint memorandum.

Republic Act 10054 or the Motorcycle Helmet Law of 2009 provides safety and prevent loss of lives of motorists.

The Department of Transportation and Communication (DOTC), the mother agency of LTO, together with DTI and the PIA is currently holding a six months information dissemination campaign to raise public awareness regarding the Helmet Law. 

RA 10054 was enacted in July 2009 but the motorists seem to have just ignored the law which provides safety and prevent loss of lives of motorists. 

Motorists are required to bring one valid identification card for helmet verification. He said this is a requirement before the International Clearance Certificate (ICC) mark or the Philippine Standard (PS) mark is pasted on the helmet to certify such helmet has met DTI standards.

Motorists must wear a standard protective helmet every time they go out in the streets including the back riders as provided by law.

ICC Validation and Sticker Marking for Helmets of Motorcycle Riders in Metro Manila will last until July 31,2012. DTI started the ICC validation and sticker marking for helmets of motorcycle riders in NCR last July 23, 2012, for FREE, from 8:00am to 5:00pm in the following areas:

Pasay City (NCR-Area I)
Mezzanine, Roxas Strip Bldg., Roxas Blvd cor. Arnaiz Ave.

Makati City (NCR-Area II)
Ground Floor, The Atrium, Makati Avenue corner Paseo de Roxas

Mandaluyong City (NCR-Area III)

Whenever I commute or go out of the house, I see a lot of motorcycle riders on the street. According to the LTO they will strictly enforce the Helmet Law starting January 2013 as mandated by the DOTC-DTI joint memorandum agreement.  

I am posting the Helmet Law (RA# 10054) here as a gentle reminder to motorists to wear a standard protective helmet every time they go out in the streets including the back riders as provided by law.

The LTO's Administrative Order for the IRR of Helmet Law (RA# 10054)

SALIENT PROVISIONS:

1. All Motorcyle riders including back riders to wear standard Helmet at all times whether long or short rides.

2. Standards for Helmets:

       a. ECE R22

       b. British Standard (BS 6658)

       c. TIS

       d. DOT

       e. JIS

       f.  SNELL

3. When buying Helmet, see to it that it has PS or ICC Marking to be sure that the Helmet is complying to the above Standards.

4. Penalties for not wearing Helmet:

     a.  Php   1,500.00 - 1st Offense

     b.  Php   3,000.00 - 2nd Offense

     c.  Php    5,000.00 - 3rd Offense

     d.  Php  10,000.00 and confiscation of driver's license -   4th and succeeding Offenses.

5. Effectivity: 15 Days after the publication of the Administrative Order.

• walk straight ahead
• You could either ride the jeepneys with the signage ANTIPOLO ( minimum fare is Php 15.00) or PASIG PALENGKE(Php 8.00)
• Go down in front of ONE San Miguel Place (the building to your left when you are on your way to Pasig Palengke)
• Cross the street towards One San Miguel Place Building/ Sykes' HR Recruitment Center 1 San Miguel Avenue corner Shaw Boulevard Ortigas Center Pasig City.
• Walk straight ahead until you reach Linden Suite, which is a good ten minutes leisurely walk.

BUTUAN Court of Inspiration

Court of Inspiration in Butuan

         
Bound by their desire to provide their community with its first real basketball court, locals from Barangay Ampayon in Butuan are brought together to build their own “Court of Inspiration” under the Aray Natin, Galing Natin campaign- a collaborative effort between small-town locals and Alaxan FR to construct these symbols of community and turn them into something that moves people to aim for greatness.

The spirit of Bayanihan is still alive! Kayang kaya basta sama sama!

Barangay Ampayon is just one of the many places that Alaxan FR is eyeing for the construction of Courts of Inspiration. For Visayas, the first basketball court was unveiled recently in Iloilo. Soon to rise are courts in Bacolod, Dumaguete, Tacloban, and Cebu. In Mindanao, construction will begin shortly in the communities of Davao, Cagayan de Oro, Zamboanga and Saranggani.

Through these projects, the campaign aims to give members of communities in different parts of our country pride in having personally built something that doesn’t just hone their skills, but builds their character as well.

“I was impressed at people’s willingness to jump at the opportunity to serve their community at our project in Butuan and I believe I’d witness the same level of enthusiasm in the communities where succeeding Courts of Inspiration are to be built,” says Kristine Martinez, Alaxan FR Product Director.

Ampayon, and the local government see the project as a means of sending the youth into the right direction.

MMA fans can look forward to watching the pride of Asian MMA, Shinya “Tobikan Judan” Aoki, make his highly‐anticipated ONE FC debut in Manila. Shinya Aoki (30‐6‐1) is the DREAM Lightweight Champion and has beaten the likes of Tatsuya Kawajiri, Marcus Aurelio and Rich Clementi. He holds a black belt in Brazilian Jiu‐Jitsu and Judo which has earned him a reputation as one of the top submission specialists in the sport of MMA. Currently fighting out of Evolve MMA, the “Grandmaster of Flying Submissions” is looking forward to showcasing his skills to the Filipino fans when he debuts at ONE FC: Pride of a Nation.

 

Gustavo Falciroli is the current CFC Australia Bantamweight Champion. He earned his black belt in Brazilian Jiu‐Jitsu in 2003 and is currently on a two‐fight win streak. His last ONE FC fight captivated fans across the MMA community with his impressive rear naked choke submission victory over Soo Chul Kim in just 1:12 seconds of round one. Falciroli will be facing the biggest test of his fight career when he steps up in class against top pound for pound Bantamweight king Fernandes.

Bibiano Fernandes has an 11‐3 record with most of his fights finishing via TKO or submission and is ranked as one of the top five fighters globally in the Bantamweight division. Despite being feared for his explosive submission grappling, his last victory in DREAM against former WEC Bantamweight Champion Antonio Banuelos, ended by TKO in just 1:21 seconds of round one, proving to everyone that he was equally adept at ending fights with his fists. He is looking to make a memorable ONE FC debut when he squares off against the aggressive striker and submission wizard from Australia, Gustavo Falciroli (12‐3).  

The main event will pit the ever impressive DREAM Bantamweight Champion Bibiano Fernandes against CFC Australia Champion Gustavo Falciroli.

 

Three other great fights are already lined up for this historic night of MMA action. 

In addition to the main event, MMA fans will also have the opportunity to see the ONE FC debut of Andrei “The Pit Bull” Arlovski and Jens “Lil Evil” Pulver. Arlovski will square off against Soa Palelei and Pulver takes on the pride of the Philippines Eric “The Natural” Kelly. 

Fans can look forward to some serious action in the ONE FC heavyweight division when “The Pit Bull” arrives for the big show on 31 August. Former UFC Heavyweight Champion Arlovski (17‐9) will step into the ONE FC cage for the first time with the determination and striking ability to get him back on top of the division he once ruled. Arlovski has gone toe‐to‐toe against some of the top heavyweight fighters in the world including the likes of Tim Sylvia, Fabrico Werdum and Fedor Emelianenko. Expect Arlovski to bring hard hitting action when he looks to continue his winning streak against Soa Palelei.

Two of the most skilled strikers in the ONE FC Featherweight division will battle it out in what is guaranteed to be a fast paced slug fest. Former UFC Lightweight Champion Jens Pulver will battle the pride of the Philippines Eric Kelly. In his first appearance in the ONE FC cage, Pulver will look to impress Asian MMA fans with a decisive victory over the rising star Kelly. Coming off an impressive unanimous decision victory over Bae Young Kwon at ONE FC: Destiny of Warriors, Kelly will do everything in his power to maintain his unbeaten fight record and turn Pulver’s dream debut into a nightmare. Pulver is Kelly’s toughest test so far but Kelly will have the advantage of home crowd support at the SMART
